With the awarding of a major contract under the Türkiye Earthquake, Floods, and Wildfires Emergency Reconstruction Project (P176608), Turkey has taken another important step towards bolstering its post-disaster infrastructure. With a new project centred on wastewater and stormwater system upgrades in the densely populated Konak and Karabağlar districts of İzmir, the World Bank-financed initiative continues to support long-term resilience.
After a competitive procurement process using the Request for Bids (RFB) method, the contract was formally published on November 17, 2025.
The contract, which has a signed value of USD 25,224,934.45, was won by the following bidders:
Ankara-based ASIL Construction Industry and Trade Inc.
Construction, Transportation, Industry, and Trade, Everest Mining, Ankara
The contract's lengthy duration of 905 days, which reflects the complexity of subterranean engineering and urban infrastructure projects, was announced on November 3, 2025.
The Konak and Karabağlar Districts Wastewater and Stormwater Separation Project, a fundamental part of Turkey's larger disaster-resilient reconstruction programme, includes the awarded works.
Important goals include:
Modernising and isolating outdated stormwater and wastewater systems
lowering the risk of flooding during periods of heavy rain
Improving public health and environmental conservation
Enhancing the dependability of services for tens of thousands of inhabitants
For İzmir, a city that has historically been vulnerable to earthquakes, seasonal floods, and climate-related extreme weather events, this infrastructure upgrade is essential.
Several significant Turkish construction companies expressed competitive interest in the procurement. Among the assessed bidders were:
ALKE Construction Industry and Trade Inc. is worth TRY 1,283,685,196.73.
The value of Aegean Asphalt Mining Construction & Transportation Inc. is TRY 1,616,734,716.83.
Yuner Trade and Construction Industry, Inc.
The winning consortium secured the best value for the project's technical and financial requirements by submitting an evaluated price of TRY 996,231,038.75.
In the wake of Turkey's recent devastating earthquakes, floods, and wildfires, this contract represents a calculated investment in creating resilient urban systems. By updating vital drainage and sanitary systems:
There is much less chance of flooding
The resilience of urban infrastructure to climate change
Improvements in emergency response capabilities
Safer and more dependable public services benefit communities
By creating jobs locally and involving top Turkish engineering companies, the project also promotes economic recovery.
The wastewater and stormwater separation project represents another significant milestone in Turkey's long-term reconstruction and resilience roadmap, with ASIL and Everest now scheduled to start the 905-day implementation phase. The result validates the ongoing cooperation between the World Bank and the Turkish government to reconstruct public infrastructure that is stronger, safer, and more sustainable.
